Disable Everything plugin can not disable all blog features (yet).
However, you can get pretty close by setting up your homepage as a static page in Settings > Reading > “Front Page Displays”, then with our plugin disable Comments, Search, Author Archives.
If you still need more features to be disabled, just let us know, we may implement those in one of the future versions.
